At UN, Pak reports intensification of India’s reprisals against Kashmiri human rights defenders
UNITED NATIONS, Oct 20 (APP): Pakistan has called on the United Nations to closely monitor the situation in the restive Indian Illegally Occupied Kashmir where reprisals and attacks against human rights defenders were growing amid a harsh security clampdown.
“Acts of intimidation and reprisals against those who cooperate with the UN system undermine the credibility and effectiveness of the UN as a whole, including its human rights machinery,” Pakistani delegate Qasim Aziz Butt said during an Interactive Dialogue with the UN Special Rapporteur on Human Rights Defenders, Mary Lawlor.
The dialogue took place in the General Assembly’s Third Committee, which deals with social, cultural and humanitarian issues.
Butt, a second secretary in the Pakistan Mission to the UN, said the gravity and frequency of the reprisals had intensified. Thousands of Kashmiri youth, human rights defenders, journalists and lawyers were arbitrarily arrested, tortured and put into incommunicado detention.
Civil society organizations and international media had been denied access, as the fourteen-month digital and physical lockdown put the occupied territory into a communication and information blackout.
The Pakistani delegate referred to last month’s “cold-blooded murder” of lawyer Babar Qadri, a renowned Kashmiri Human Rights Defender, by unidentified men, saying he joined the long list of critical voices who have been systematically eliminated through extra-judicial killings in occupied Kashmir.
“Similarly,” he added, “activists like Khurram Pervez have been subjected to arbitrary travel bans and indefinite detention in relation to their cooperation with the United Nations.”
Major human rights organizations, including Human Rights Watch and Amnesty International, have continued to express concerns about these systematic reprisals against human rights defenders in India and occupied Kashmir, the committee was told.
“Instead of responding to these concerns,”, he said, “the Indian government has embarked upon a witch hunt against those who dare to report these crimes.”
Only last month Amnesty International ceased work in India citing constant harassment at the hands of the government authorities. In the words of the Executive Director of Amnesty International India, the government’s goal is to “stoke a climate of fear”, it was pointed out.
“Needless to say, such sweeping restrictions and ongoing curtailment of rights in IIOJK, including the right to free speech and expression and the right to peaceful assembly and association have a direct bearing on the safety of human rights defenders, and their ability to carry out their work effectively,” Butt added.

Match officials for Zimbabwe series confirmed
By Sohail Ali
LAHORE, Oct 20 (APP): Aleem Dar has been assigned on-field duties in five of the six upcoming white-ball matches between Pakistan and Zimbabwe, which will be played from October 30 to November 10.
The three 50-over ICC Men’s Cricket World Cup Super League matches will be played in Rawalpindi, while Lahore will host the three 20-over fixtures, said a spokesman of the Pakistan Cricket Board.
Aleem, the three-time ICC Umpire of the Year from the ICC Elite Panel of Umpires, will stand in all the three ODIs as well as the first and third T20I, while he will be the third umpire for the second T20I.
The ICC has appointed Prof. Javed Malik, member of the ICC International Panel of Match Referees, as match referee for the series.
“ As per the ICC’s interim playing regulations, Aleem and Javed will be the ICC-appointed match officials. The PCB appointed the umpires from the ICC International Panel of Match Officials, namely Ahsan Raza, Asif Yaqoob, Rashid Riaz and Shozab Raza”,he said adding “ When Ahsan Raza will walk out to officiate the second T20I, he will become the first umpire to complete a half-century of T20Is.
Aleem Dar is second on the list with 46 matches, while Shozab Raza shares fourth spot with South Africa’s Shaun George with 36 matches”.
Ahsan, a former first-class cricketer, began his international umpiring career in February 2010 by standing in an ODI between Afghanistan and Canada at Sharjah Cricket Ground.
Later that year in October, he officiated his first T20I match when Pakistan played South Africa at Abu Dhabi. Overall, the 46-year-old has stood in 85 international matches, he said.
ICC’s interim playing regulations, which are applicable to the upcoming series:
Ban on applying saliva to the ball: Players will not be permitted to use saliva to shine the ball. If a player does apply saliva to the ball, the umpires will manage the situation with some leniency during an initial period of adjustment for the players, but subsequent instances will result in the team receiving a warning.
A team can be issued up to two warnings per innings but repeated use of saliva on the ball will result in a 5-run penalty to the batting side. Whenever saliva is applied to the ball, the umpires will be instructed to clean the ball before play recommences.
Non-neutral umpires: The requirement to appoint neutral match officials will be temporarily removed from the playing conditions for all international formats owing to the current logistical challenges with international travel.
The ICC will be able to appoint locally based match officials from the ICC Elite Panel of Match Officials and the ICC International Panel of Match Officials.
Additional DRS reviews: The CEC has also confirmed an additional unsuccessful DRS review for each team in each innings of a match, keeping in mind that there may be less experienced umpires on duty at times. This will increase the number of unsuccessful appeals per innings for each team to two for the white-ball formats.
The ICC Cricket Operations team will support Match Referees when processing Code of Conduct breaches and a neutral Elite Panel match referee will conduct any hearing remotely via video link.
