ISLAMABAD, Feb 21 (APP):Federal Minister for Housing and Works Mian Riaz Hussain Pirzada on Friday chaired a special meeting to review the key features and objectives of a digital portal set to be launched next month for members.
According to a news release, the digitalization initiative aims to enhance transparency, improve service delivery, and ensure financial sustainability by automating processes.
The portal will offer multiple features, including swift operations, user convenience, and easy access to essential information.
It will include a comprehensive database, an online payment option via 1Link, an SMS alert service, a user dashboard for tracking ongoing projects, financial and transaction history, cost escalation details, a complaint resolution cell, and ownership and liability information all integrated into a single platform.
At the start of the meeting, the minister was given a detailed briefing on the portal, which has been in development for over a year.
He commended the dedicated efforts of the entire team involved in its creation, describing it as a significant step toward e-governance, one of the top priorities of the current government.
Expressing full confidence in the Federal Government Employees Housing Authority (FGEHA) team, he said that he does not believe in unnecessary interference in administrative affairs.
However, he underscored the need for strict discipline and adherence to the chain of command across all departments under the ministry.
The minister reiterated that FGEHA is a staff welfare, not-for-profit organization that must remain service-oriented.
He urged the organization to uphold maximum transparency and implement a merit-based system with upright administration.
Referring to the stalled projects of FGEHA, Pirzada empathetically acknowledged the concerns of members who have been waiting for years to secure their own homes after investing their hard-earned money.
“Thousands of employees, both serving and retired, have been waiting for a long time. Their wait must come to an end now,” he added.
He also stressed the need to establish a 24/7 complaint redressal system, with a particular focus on developing a fast and user-friendly mobile application to enhance service efficiency.

Acting Senate Chairman meets delegations, discusses media freedom

ISLAMABAD, Feb 21 (APP):Acting Chairman Senate, Syedaal Khan, held meetings with various delegations including senior journalists from Balochistan and faculty members from the University of Gloucestershire, UK.
The discussions focused on key topics such as the role of youth in national development, media freedom, and the promotion of international educational cooperation, said a news release.
During the meeting with senior journalists from Balochistan, Syedaal Khan underscored the importance of a free and responsible press.
He highlighted the media’s critical role in informing the public and strengthening democratic values, stating, “The media is the fourth pillar of the state, playing a vital role in keeping citizens informed and reinforcing democratic stability.”
He reaffirmed the government’s commitment to press freedom and assured full cooperation in fostering a conducive environment for journalism. Addressing the challenges faced by media professionals, he stressed that journalism should be based on truth and responsibility to ensure accurate information reaches the public.
Discussing Balochistan’s development, Syedaal Khan said that the province is rich in natural resources and serves as a gateway for trade and investment in Central Asia.
He reiterated the government’s commitment to improving the economic situation and uplifting underdeveloped areas of Balochistan. “The day is not far when Balochistan’s backward regions will be on the path to progress. Effective utilization of its vast mineral and natural resources will soon establish it as an economic hub,” he remarked.
Later, Syedaal Khan met with Professor Adeela Shafi and Regional Manager Wajid Ali from the University of Gloucestershire at Parliament House. Their discussion revolved around educational cooperation, parliamentary systems, and the welfare of the Muslim community in the UK.
Professor Shafi highlighted various welfare and educational initiatives supporting Muslim students in the UK, emphasizing the university’s role in providing academic opportunities and fostering social development.
She stressed the need to enhance collaboration between Pakistani and British educational institutions. Regional Manager Wajid Ali briefed the acting Senate chairman on initiatives aimed at the progress of the Muslim community and expanding educational opportunities for Pakistani students in the UK.

IESSI to establish Staff Welfare Fund for ICT Employees

ISLAMABAD, Feb 21 (APP):The 17th meeting of the Governing Body of the ICT Employees Social Security Institution (IESSI) on Friday decided to establish a Staff Welfare Fund for employees, including death grants, marriage grants and benefits for disabled individuals for the families of employees who passed away during their service.
The meeting chaired by the Chairman CDA and Chief Commissioner Islamabad, Muhammad Ali Randhawa approved amendments to the Social Security Act.
Chief Commissioner Randhawa, directed that transaction advisors be hired for joint ventures for various projects. The meeting also decided to approve the Hajj policy, considering the agenda for workers. Under this policy, workers who have been employed for over seven years will be eligible to apply.
Furthermore, the meeting decided to include the city’s top and high-quality hospitals on the panel for the treatment of employees and their families. The hospitals included on the panel are PAF, Fauji Foundation, Nescom, KRL and Punjab Security Hospital.
Randhawa also directed the Member Finance to review the contract rates and discounts to all hospitals.  Later, the meeting approved the hiring of staff for the recently constructed Social Security Medical Center in Humak Model Town.
The meeting was attended by members of the Governing Body, including ICT administration, Commissioner Social Security and other senior officials.

Court extends interim bails of Shibli Faraz, Kanwal Shauzeb

ISLAMABAD, Feb 21 (APP):An Anti-Terrorism Court (ATC) on Friday extended the interim bails of PTI leaders including Shibli Faraz, Kanwal Shauzeb and Umair Niazi in cases pertaining to violent protest on November 26, in capital.
ATC Judge Tahir Abbas Sapra heard the case. The court extended bail of Shibli Faraz till March 12, in two cases registered by  Kohsar Police Station. Similarly, the same court also extended the bails of Kanwal Shauzeb.
The two accused appeared before the court along with their legal team.

IGP Rizvi holds Khuli Katchery to address public grievances

ISLAMABAD, Feb 21 (APP):Inspector General of Police (IGP) Syed Ali Nasir Rizvi, held a khuli katchery (open court) at the Central Police Office, on Friday.
A public relation officer told APP that during the khuli katchery, IG Rizvi listened to the issues of citizens and police officers and issued directives to senior police officers on the spot for timely resolution of their concerns.
IG Rizvi said that resolving citizens’ issues on merit is our top priority. Negligence and carelessness in duties will not be tolerated. Citizens facing any issue related to the police can come to the khuli katchery. My office is always open for citizens.
He directed the officers to resolve the citizen grievances on merit within the stipulated time frame and report back to the Central Police Office. He also directed all SDPOs and SHOs to adhere to the designated office hours and prioritize resolving citizens issues.
On this occasion, the IG Rizvi said that the Islamabad Police are taking various measures for the facilitation of citizens. The daily holding of khuli katchery helps in resolving issues on a priority basis, he added.
Moreover, all zonal officers and SHOs are directed to meet citizens during the designated office hours and resolve their issues promptly on merit.

Health advocates urge to take strict measures to combat rising youth addiction

KARACHI, Feb 21 (APP):Health advocates on Friday urged to make strong regulations on tobacco and emerging nicotine products to safeguard youth health, imposing levy on all such products.
Addressing  a policy dialogue on regulation on tobacco and emerging products organized by Aurat Foundation, they urged the provincial government of Sindh to take strict measures to combat rising youth addiction and protect public health.
They said that tobacco and emerging nicotine products’ consumption has been increasing among the youth due to operational obstacle in tobacco control laws and policies is Sindh.
Provincial Minister for Women Development Department Government of Sindh, Ms. Shaheena Sher Ali said that the Government of Sindh is cognizant of the issues being faced by the youth and the menace of tobacco and emerging products.
The minister said, “With pleasure I note that in Sindh we have recently promulgated a comprehensive policy on tobacco control in the province. We have a fully functional Provincial tobacco Control Cell at the Directorate of Health Services and our compliance of the Prohibition of Smoking and Protection of Non-smokers Health Ordinance 2002 in and around schools is effective”.
Shaheena Sher Ali vowed that the tobacco and emerging nicotine products will be controlled through legislation, administrative powers and social actions in the province of Sindh.
The minister assured for making sincere efforts to impose tax and levies on tobacco and emerging nicotine products as well as brining new legislation for controlling such harmful substances.
Sukhdev Hemnani, spokesperson of the Sindh Government lauded the efforts of Aurat Foundation for saving millions of lives by working on the tobacco and nicotine control. He assured that the governments of Sindh will exploit all possible venues, including legislation and imposition of levy, to control the menace of tobacco, nicotine and drugs.
Dr. Fouzia Khan, Chief Advisor to the Sindh Education and Literacy Department said that the Sindh education and literacy department is implementing the Prohibition of Smoking and Protection of Non-smokers Health Ordinance 2002 in letter and spirit.
Dr. Parvez Ahmed Shaikh, representative of the Directorate of Health Services Sindh elaborated the role of Provincial Tobacco Control Cell establish by the Government of Sindh to streamline policies on tobacco control. He suggested that research should be conducted on various aspects of tobacco’s negative effects.
MPAs Ms. Marvi Rashdi, Ms. Qurat Ul Ain, Ms. Bilquis Mukhtar, and Ms. Kiran Masood offered full support for controlling tobacco and other nicotine products.
MPA Ms. Maleeha Manzoor through a resolution demanded to impose a provincial excise tax on tobacco and emerging nicotine products, with the revenue generated earmarked for public health initiatives, including anti-tobacco campaigns and healthcare infrastructure development.
Dr. Saima Saeed, Consultant Pulmonologist talked about the hazardous of tobacco and nicotine usage. She explained in detail the medical aftermaths like cancer, lung cancers, respiratory diseases and risks of passive smoking.
Ms. Mumtaz Mughal, Director Program of Aurat Foundation, elaborated that as the menace of tobacco directly or indirectly affects women, if their family members fell into the trap of smoking, thus Aurat Foundation considers a strategic move to tackle tobacco control through women folks.
Malka Khan, Provincial Manager of Aurat Foundation, highlighted organization’s struggle and contribution for the rights of women.

Ahsan Iqbal directs proactive measures to prevent hoarding

ISLAMABAD, Feb 21 (APP): Federal Minister for Planning, Prof Ahsan Iqbal Friday chaired a meeting to review the existing federal and provincial price control mechanism and to monitor the essential commodity prices in Ramazan and Eid.

The meeting was organized by Chief Money Price and Fiscal Policy Dr. Hassan Mohsin, while it was attended by Secretary Planning, Awais Manzoor Sumra, Dr. Naeem-ul-Zafar Chief Statistician PBS, along his team, Joint Chief Economist, representatives of the Ministry of national food, policy and research, ministry of industry and production, Utility stores corporation, chief secretaries,/additional chief secretaries and their teams, said a press release.

During the meeting, representatives from provincial governments provided detailed briefings on the arrangements being made at the provincial level.

Ahsan Iqbal emphasized the need for a coordinated and effective strategy to control the prices of essential goods during Ramazan and Eid.

He further stated that while an increase in demand for goods in Ramazan and Eid was expected, unjustified price hike every year was unacceptable.

He directed that supply and demand should be managed proactively and efficiently during these periods.

The Ministry of Food briefed the meeting on Ramazan-related arrangements, mentioning that the supply and price situation of essential items during Ramazan was expected to remain stable. The meeting was informed that the potato harvest in Punjab had been bumper, leading to a significant drop in prices in recent weeks.

The prices of onions and tomatoes were also stable, and sugar supply was normal. The Ministry of Industry is taking additional steps in this regard. The meeting also noted the impact of global price increases on cooking oil, but there were no issues with its availability.

Demand for pulses, chicken, and dates typically increases during Ramazan, but arrangements for their supply have been completed. The harvest of dates and bananas has been particularly good, ensuring these items will be abundantly available during Ramazan.

Dr. Naeem-ul-Zafar, Chief Statistician of the Pakistan Bureau of Statistics, informed the meeting that the Bureau was providing comprehensive data on prices and inflation through decision support system, enabling them to make informed decisions.

He highlighted that the reduction in inflation was not just reflected in percentage terms but had also resulted in a noticeable decrease in actual prices level.

According to the Bureau’s report, the price of a 20-kilogram flour bag had significantly decreased from 2,812 rupees in January 2023 to 1,736 rupees in January 2024 vice versa.

All provinces provided updates on their arrangements for Ramadan. The Punjab government announced the “Nigahban Ramzan Package,” worth 30 billion rupees, which would establish 52 utility markets where 16 essential commodities would be available at discounted rates.

Overall 67 model bazaars are being set up, and district committees are holding regular meetings to monitor prices of essential items. Khyber Pakhtunkhwa has activated price control teams, while Balochistan mobilized market committees to control price hikes.

Minister Ahsan Iqbal emphasized the need for special attention to both Ramazan and Eid to ensure no disruption in supply or delays.

He directed that the price difference between wholesale and retail prices should be eliminated, and an effective strategy should be implemented to prevent hoarding.

Experts call for financing in climate-resilient WASH services

ISLAMABAD, Feb 21 (APP):Policy experts emphasized the establishment of a National WASH Account to systematically track financial flows, enhance accountability, and support data-driven policy-making.
 They also highlighted the need for stronger public-private partnerships, innovative financing models, and greater community engagement to create sustainable and inclusive WASH services,said a press release issued here on Friday.
The event, organized by WaterAid Pakistan in partnership with the Sustainable Development Policy Institute (SDPI), also marked the launch of the policy brief, “Sustainable Financing Mechanism for Climate Resilient WASH.” The dialogue brought together policy-makers, stake-holders, and WASH experts to provide policy-makers and policy influencers with evidence to make informed decisions about sustainable financing mechanisms for climate-resilient WASH.
Mr Ali Rehmat from SDPI in his presentation of the policy recommendations derived from the policy brief, stated that Pakistan faces a significant financing gap in ensuring universal access to water, sanitation, and hygiene (WASH). He added that achieving Sustainable Development Goal 6 (SDG-6) requires sustained investments in infrastructure, service delivery, and climate resilience.
The lack of long-term financing mechanisms and an overreliance on short-term donor funding pose major challenges. Leveraging climate finance presents a strategic opportunity to close this gap and establish a robust, sustainable financing mechanism for climate-resilient WASH services.
Dr Shafqat Munir Ahmad, the Deputy Executive Director of the Sustainable Development Policy Institute (SDPI) and co-author of the policy paper emphasized that Pakistan is facing significant financial and policy challenges in developing climate-resilient and inclusive WASH services.
The country requires between $7 billion and $14 billion annually for climate adaptation efforts, which include enhancing disaster preparedness, improving water management systems, and developing resilient infrastructure.
To bridge the financing gap, he highlighted the necessity for innovative financial mechanisms, strengthened financial accountability, and increased private sector participation. The absence of cost recovery mechanisms, fragmented policy frameworks, and limited institutional capacity continue to impede sustainable WASH development.
Mr Mohsin Mushtaq Chandna, DG Debt, Ministry of Finance, emphasized the stark financial disparity between federal and provincial governments in terms of resources. While the federal government faces significant debt servicing burdens, provincial governments maintain surplus budgets.
He argued that since WASH falls under provincial jurisdiction, provinces must take ownership of financing and implementation rather than depending on federal interventions.
Dr Hifza Rasheed, Director General (WQ) of PCRWR, highlighted key issues surrounding water supply, pricing, wastewater treatment, and policy implementation. She noted that while Pakistan has multiple policies—including the National Water Policy (2018), Climate Change Policy, Agriculture Policy, and Food Security Policy—they focus more on requirements than the resources needed to fulfill them. She called for stronger institutional support for water quality surveillance, emphasizing the need for a national-level monitoring body. She suggested that PCRWR, given its research expertise, should assume this role.
Mr Sarmad Iqbal from International Rescue Committee Pakistan identified critical gaps in compliance, project implementation, funding, and research. He described the WASH sector as suffering from a “sporadic eruption of actions” rather than following a structured trajectory.
He called for a consolidated body of knowledge to provide evidence-based insights for sustainable WASH mechanisms. He further noted that decision-making remains inconsistent, often shifting between departments without a clear long-term vision.
He stressed that effective governance must involve forward-thinking strategies rooted in technical expertise.
Ambassador Jauhar Saleem, President of the Institute of Regional Studies, pointed out that most climate financing consists of re-purposed funds rather than new financial commitments. He argued that Pakistan cannot depend on a significant influx of international aid and must instead develop domestic financial solutions to address climate-related challenges.
Aftab Alam, Founder of Resilient Future International, emphasized the need to integrate funding sources into policy proposals to ensure successful implementation. He noted that evaluations of disasters, from the 2005 earthquake to the 2022 floods, have consistently pointed to two major issues: inadequate local response capacity and poor stakeholder coordination. He warned that without learning from past mistakes and implementing necessary improvements, these challenges would persist.
Ms Ismat Gul Khattak, Chief Advisor at NASTP, advocated for the promotion of small-scale microfinancing to empower community-based organizations and individuals. She stressed the importance of accountability and transparency in fund management, urging the establishment of robust mechanisms to ensure the effective and efficient use of financial resources.
Dr Ghazala Khan, CEO of The Next Generation Leaders, drew attention to the impact of poor hygiene on maternal health. She highlighted that 650,000 pregnant women were unable to access healthcare, leading to preventable deaths and hygiene-related complications. She called for targeted health interventions, particularly for women in disaster-affected and displaced communities.
In his concluding remarks, Mr Khurram Hassan from WaterAid Pakistan reinforced the need for accountability in WASH services, particularly given overlapping mandates at federal and provincial levels.
He called for the strengthening of institutional, financial, and social accountability mechanisms. Additionally, he highlighted the pressing need to build technical and institutional capacity at the local level to ensure the effective implementation of climate-resilient WASH initiatives. While challenges remain, he affirmed that today’s discussions demonstrated that viable solutions are within reach.
The event concluded with a collective commitment to strengthening governance, financing, and accountability in Pakistan’s WASH sector to ensure sustainable, climate-resilient solutions for all.

Lahore Police continue welfare efforts for martyrs’ families

LAHORE, Feb 21 (APP):Lahore Police remain committed to the welfare of the families of police martyrs, ensuring they receive financial and social support.
Under the Martyrs’ Package, 9 families have been provided with houses worth Rs. 1.295 billion since 2024.
According to the Lahore Police spokesperson, 87 families of police employees have received over Rs. 214.34 million in scholarships for their children’s education. Additionally, Rs. 3.82 million have been distributed among 11 families under the dowry fund, while 18 families have been provided Rs. 4.36 million as a subsistence allowance.
CCPO Lahore, Bilal Siddique Kamyana, emphasized that martyrs are the pride of the nation, and their families will continue to receive full support. He stated that all available resources are being utilized to assist them, including financial aid for housing, education, and medical treatment.
He further reiterated Lahore Police’s unwavering commitment to the well-being of its personnel and their families, ensuring that the sacrifices of the martyrs are honored with dignity and care.

Pakistan issues visas to Indian pilgrims for visit to Katas Raj, Chakwal

Expressing his views on the occasion, Charge d’ Affaires Saad Ahmad Warraich, wished the pilgrims a spiritually rewarding and fulfilling journey. The Charge d’ Affaires reaffirmed that the government of Pakistan will continue to facilitate such visits as per its policy to promote interfaith harmony and mutual understanding.

More than 854 students conferred degrees at 28th convocation of SSUET

KARACHI, Feb 21 (APP):Sir Syed University of Engineering & Technology (SSUET), organized its 28th Convocation with a traditional zeal that was attended by a large number of educationists, scholars, dignitaries including faculty and students.
On this occasion, more than 854 students were conferred degrees, and gold, silver and bronze medals were given to the students who secured first, second and third positions with distinction marks respectively.
Addressing the convocation, as the Chief Guest Federal Minister for Information Technology, Dr. Khalid Maqbool Siddiqui said that Sir Syed University has proven to be an oasis in the desert in terms of providing education to the youth of Karachi. Chancellor SSUET, Jawaid Anwar said that the number of students admitted in 2015 was 1755 and the number of students admitted in 2024/2025 is 2661. Similarly, there were 19 degree programs in 2015 and now 49 degree programs are running in the university.
He said during the last two years, special increases in the salaries of employees were made twice, which has a collective annual impact of more than Rs 65 million.
He pointed out that we have now entered a new era. Now and then, a new technology or App is introduced that has revolutionized the way we work, communicate, and learn.
Anwar underscored that Sir Syed University has developed long-term collaboration with the industry, focusing on converting student projects into products according to the market need.
“In accordance with contemporary demands, Sir Syed University has introduced several new programs including data science, cyber security network, artificial intelligence, cloud computing, as well as business and IT course programs.”

25 killed, 1295 injured in RTCs in Punjab

LAHORE, Feb 21 (APP):At least 25 persons were killed and 1295 injured in Road Traffic Crashes (RTCs) in all 37 districts of Punjab during the last 24 hours.
Out of these, 555 people with serious injuries were shifted to different hospitals, while 745 victims with minor injuries were treated at the incident site by Rescue Medical Teams thus reducing the burden of hospitals.
Furthermore, the analysis showed that 714 drivers, 49 underage drivers, 161 pedestrians, and 445 passengers were among the victims of road traffic crashes.
According to the data, 1069 motorbikes, 62 auto-rickshaws, 146 motorcars, 31 vans, 13 passenger buses, 40 trucks and 99 other types of auto vehicles and slow-moving carts were involved in these road traffic accidents.
