Solid measures being taken to implement CPEC projects: Khurram

ISLAMABAD, July 18 (APP): Minister for Commerce Engineer
Khurram Dastgir Khan has urged the developed nations to pursue more inclusive policies so that the prosperity gap between the developing and developed nations may be bridged in the foreseeable future.

He was delivering the Asia-Pacific Group statement at the
Group of 77 and China Ministerial Meeting on the sidelines of the 14th session of United Nations Conference on Trade and Development (UNCTAD) in Nairobi, Kenya, said a message received here Monday.

The minister said unequal participation of developing
countries in international economic and financial decision making, commodity dependence, debt overhangs and lack of access to required technologies was resulting in the rising inequality among countries.

The unilateral coercive measures were some of the long
standing challenges which continued to impede developing countries’ efforts to embark on a sustained growth trajectory, he added.

Commenting on the introduction of more complex technologies in the production methods such as 3-D printing, robotics and artificial intelligence, the minister said that the implications of such technologies for manufacturing, trade and employment patterns were quite uncertain and could have a profoundly negative impact on the organization of global value chains, trade flows and employment
prospects in many developing countries.

Khurram said UNCTAD should focus to reaffirm certain
key principles which should underpin principles of policy space, special and differential treatment, and common but differentiated responsibilities.

He was of the view that UNCTAD should ensure to continue its work in all three areas of its mandate, which were consensus building, policy advice and technical assistance.

He also urged the participants to establish new and
specialized Working Groups of UNCTAD to agree on initiating work on certain emerging issues which could benefit the cause of developing countries.

The minister emphasized the importance for the G-77 and China to jointly strive for a balanced action-oriented outcome from the meeting and bring out collective initiatives that may be taken by the Group to strengthen the capacity of developing counties to negotiate more effectively on trade and economic issues.

He proposed that the Group members might consider taking
measures to enhance UNCTAD’s analytical output by establishing a Trust Fund which would be earmarked for research and analysis on issues of urgent concern to developing countries.

He emphasized that the participants of the conference should also recognize the fundamental role of SDGs-focused investment policy, corresponding private-sector investment and a need for international investment reform in achieving SDGs.

He urged the G-77 to redouble its efforts to empower UNCTAD to effectively carry out its broad mandate on economic and trade issues.

National Quality Infrastructure Institutions imperative for harmonizing standards: Tanveer

0

ISLAMABAD, Jul 18 (APP):Minister for Science and Technology Rana Tanveer Hussein Monday said that the development and upgradation of National Quality Infrastructure (NQI) institutions were important for promoting harmonization of standards at
international and regional level.

Addressing the inaugurative session of a three day UNIDO-ECO Expert Group Meeting here, he said Ministry of Science and Technology has formulated a National Quality Policy.
The first step towards establishing an internationally recognized NQI is to ensure good governance and create institutions that are free from conflicts of interest.

He hoped such meetings would lead to a positive exchange of views and a better understanding on the concept of quality infrastructure in the ECO region.

He said region would benefit comprehensively through this
commonly validated Regional Quality Policy, help enhance the regional trade by framing of Technical regulations supporting each other yet keeping the WTO regime’s requirements intact.

The relevant institutions need to be established or
restructured on the principles of transparency, consensus,
impartiality, and technical credibility.

Establishment and up gradation of quality infrastructure
takes years of efforts and requires a significant financial
investment and commitment before getting any international
recognition.

In many countries same institution is responsible for
developing standard, carrying out certifications, inspections and accreditation activities.

“We have a strong infrastructure including an accreditation
body with the name of Pakistan National Accreditation Council, Pakistan Standards and Quality Control Authority as standards body and metrology institute named as National Physical and Standards Laboratory, all having international recognition and traceability.”

The latter is in process of being further graded and transformed into the Metrology Institute of Pakistan.

Federal Cabinet in its very recent meeting has accorded
approval for signing the RISCAM Statute by the Government of Pakistan. Ratification will follow that.

Similarly, the Cabinet has also conveyed its approval for
establishment of RISCAMs TMB on Metrology at National Physical and Standards Laboratories at Islamabad.

Another recent development is the creation of the Pakistan
Halal Authority. This Authority would be mandated to interface with international bodies working in this field and be the bearer of Halal logo on behalf of the Govt of Pakistan.

Therefore forums like this, which provide an opportunity for
the exchange of ideas between regional countries are a useful medium. It may be added here that PNAC has already granted accreditation to four halal certification bodies so far and others are in the queue.

These countries could utilize the services available in
neighboring countries with whom collaborations can be established such as in ECO region. Pakistan would be more than happy to provide technical assistance to any country in the ECO region to support their Quality Infrastructure, he said.

He thanked UNIDO for the financial support in the organization of this expert group meeting and appreciate the efforts of my Ministry and our organizations including PSQCA, PNAC PCSIR and NPSL for their support in organizing this three day session.

Kashmiris demonstrate in New York to protest Indian atrocities in occupied Kashmir

UNITED NATIONS, July 18 (APP): Raising vociferous anti India slogans and waving placards, hundreds of Kashmiri Americans Sunday staged a demonstration in front of the Indian Missions to the United Nations in New York to condemn the killings of their brethren in occupied Kashmir and calling on the U.N. to implements it resolutions on the longstanding dispute.

Joining the rally on a hot and humid day were a large number of Sikhs demanding self determination for the Sikhs in Indian Punjab as well as for the Kashmiri people.

Organized by the Kashmir American Council, all Kashmiri parties based in New York and the surrounding areas came together to voice their outrage over the killing of popular Kashmiri youth leader Burhan Wani last week that triggered protests across the occupied state. Resorting to brutal tactics, Indian security forces have killed over 44 Kashmiri civilians and wounding more than 1,500. Curfew has been imposed and ‘shoot at sight’ orders given to the occupation forces to deal with violators.

“Kashmiri Lives Matter,” “India: Out of Kashmir”, “We Want Freedom From India, Wake Up, Wake Up—UN”, “Kashmir: Nuclear Flashpoint” and “India: End Bloodshed” were some of the placards the protesters were holding.

Speakers at the rally strongly condemned the killing spree in the Indian occupied Kashmir, a U.N. recognized disputed territory, and called on the world powers and the United Nations to use their influence on India to the stop the genocide.

They also voiced grave concern over the shut down of media offices in Kashmir and cutting off all communication links with the state, saying it was a grave violation of human rights and freedom of information.

Among the speakers were prominent Kashmiri leaders like Ghulam Nabi Fai, Capt ® Shaheen Butt and Sardar Sawar Khan, a former member of Azad Jammu and Kashmir Council.

They called on India to vacate its aggression in Kashmir and allow the Kashmiri people to decide their future in order to pave the way for peace and stability in the sub continent.
“There can be no peace in the region without the resolution of Kashmir dispute,” Fai said.

“The most poignant aspect of the situation is the acute suffering of the whole population caused by indefinite curfews in disregard of normal life as well as detention of the Kashmiri leadership,” he said. “This is a situation without precedent in South Asian subcontinent and few parallels in the whole world.”

Dr. Ghulam Nabi Mir regretted that the Security Council was paying no attention, while Indian soldiers were maiming and massacring people in cities, towns and villages of Kashmir. “The valiant people of Kashmir are doing what they can and what they must they are taking to the streets in defiance of the barbaric laws of the center and its hand picked puppets in Srinagar”.

Sanna Naqash, a young Kashmiri American activist from Washington, made a passionate appeal to the world powers to listen to the cries coming from the streets of Kashmir. The hapless people need your help in their hour of need. She said that our blood is boiling with pain and anger but we will have to remain resolute but peaceful.”

Dr. Imtiaz Khan appealed to the international community to take notice of the fact that Indian security have destroyed at least 50 ambulances and damaged several hospitals and even thrashed the patients with bullet wounds. These cases needed to be reported to international Court of Justice and members of Indian government tried for crimes against humanity.

“We demand that doctors without borders and International Red Cross be allowed a free access to occupied Kashmir so that they can mitigate the miseries faced by the people.”

Sardar Sawar Khan told the crowd that a systematic campaign of terror had been launched against the people of Kashmir. A deliberate targeting of youth with the intent to crush the movement should be of grave concern to leaders of the civilized nations, including the UN.

He called for implementing U.N. resolutions on Kashmir, saying their struggle for freedom will not stop until the resolution of decades old dispute.

Captain ® Shaheen Butt drew attention to reports of the entire population of major towns in the Valley of Kashmir, defying curfews, coming out the streets with the demand for a speedy implementation of the pledge solemnly extended to them by India and Pakistan and the UN.

Shaheen Butt said that India has turned Kashmir into a big prison and its people are being held incommunicado.
The peaceful demonstration lasted three hours.

Imran’s statement about military coup highly deplorable, against constitution: KP politicians

PESHAWAR, July 18 (APP): Leaders of mainstream political parties in Khyber Pakhtunkhwa (PK) Monday strongly criticized the statement of
PTI Chairman Imran Khan regarding distribution of sweets by people over military take-over, terming it highly deplorable, anit-democracy and
against the Constitution.

Pakistan People’s Party (PPP) leader Faisal Karim Kundi said it
was an immature statement of the Pakistan Tahreek-i-Insaf (PTI) chief, for which he should tender an apology to the nation.

Imran Khan, he said, was in the habit of issuing of ‘childish statements’. In the past he used to say that the umpire would soon raise his finger soon and now at a public meeting in Mirpur (Azad Kashmir) he said the people would distribute sweets if military took over the power in Pakistan, Kundi added.

Talking to APP, he said democracy had returned to the country after enormous sacrifices by the democratic forces and the PPP would resist any undemocratic move to derail the democratic process.

Faisal Kundi, who is also former Deputy Speaker of the National Assembly, said Imran’s statement was tantamount to invite a ‘dictator’ to topple an elected Government.

The countries that had made rapid progress, was because of the continuity of democratic system, he added.

He alleged that Imran Khan was trying to come to power through back door as he had now realized that he could not become prime minister through vote.

He said today judiciary was independent, media was free and
the parliament was functioning, and anyone could approach these forums for redressal of grievances, if any.

The PPP leader said it would have been better if Imran Khan had raised voice against the continued atrocities, human rights violations and use of brutal force against peaceful Kashmiris in Indian Occupied Kashmir.

Kundi said the PPP had made great struggle against the dictators and it would not support any undemocratic move. No civilised nation could support undemocratic means to topple an elected government. The
recent developments in the brotherly country of Turkey should be an eye-opener for all, he added.

Awami National Party Senior Vice President Haji Mohammed Adeel alleged that Imran Khan’s statement was tantamount to committ ‘treason’ and the government and opposition political parties should take serious notice of it.

“What Imran has stated may be true in view of the politics of PTI, Pakistan Awami Tehreek or Pakistan Muslim League-Q. But for the supporters of political parties like Awami National Party, PPP or Pakistan Muslim League-N, who had faced immense hardships during dictatorial regimes, can
never think of supporting any undemocratic move,” he added.

Adeel said Imran Khan had now realized that his downfall had started after the recent PK-8 Peshawar by election and he could not become a prime minister through vote in next general election. That was why he was issuing such immature statements in frustration, he added.

Rahimdad Khan, PPP leader and former Khyber Pakhtunkhwa Senior Health Minister, flayed the statement of Imran Khan and termed it undemocratic and unconstitutional.

He said such statements were not liked by the people, politicians, civil society and lawyers. Nearly one and a half year was left in next general election and all, including Imran Khan, should wait instead of opting for other ways, he added.

He said change through people’s vote was always durable, which always paved way for development and progress. Imran would have to become a mature politician and avoid issuing such immature statements if he wanted to become the prime minister, he added.
