First ever LG system in Islamabad to lead towards better social and civil services

0

By Usman Khan

ISLAMABAD, May 25 (APP): The maiden local government of
Islamabad is all set to start delivering social and civic amenities to the residents of the Capital City.

Both the Mayor and Deputy Mayor were enthusiastic about their responsibilies, hoping that the city would lead the other cities and towns by example in settting standards of good governance.

The incumbent PML-N government decided to empower the people of Islamabad and announced first ever local government elections in the city which were held on November 30, 2015.

Pertaining to the situation in Islamabad the step of holding
first ever election of local bodies in the Capital can have many positive impacts. The LG system has provided a platform for Islamabadites to use this opportunity and ask for a better standard of living or socializing environments.

LG is a medium to end the `sole authority or power holders’ and the first ever local government bodies will definitely bring about changes for the well-being of the people of Islamabad who elected their candidates to be part of this system. It will ensure the process of centralized decisions and it will help in solving most of the problems locally faced by the residents of the Capital.

The LG bodies will be able to bring about the right amount of
money to fulfill the requirements and necessities faced by people.

Democracy is flavoured for people of great thoughts, freedom, and enlightened souls.

The responsibility is shared and collaborative and with the
same purpose to empower people through their own local government system, the newly elected Mayor Sheikh Ansar Aziz has vowed to focus on the issues relating to civic amenities for the residents of the Federal Capital during his tenure.

In an interaction with APP, he said that provision of basic
civic facilities to citizens, particularly overcoming scarcity of
water, health and sanitation issues, are the top priority of
Islamabad Metropolitan Corporation (IMC).

He said that a main pipeline would be laid to Ghazi Brotha Dam to meet the water requirement of the twin cities of Islamabad and Rawalpindi for next 50 years. He said it was the vision of Prime Minister Muhammad Nawaz Sharif to beautify the Capital on international standards and added the Mayor’s team would do their best to realize the objective.

The Mayor said the local government institutions would be
easily accessible to public so they could serve them in an efficient and effective manner. About transport facilities to the citizens, he said the IMC would run busses on the routes connected with the metro stations.

Replying to question, Sheikh Anser Aziz said the local
government would expand the Marghazar Zoo, besides upgrading parks for the provision of recreational facilities to the residents.

Playgrounds in the city, especially those which remained
neglected by the CDA, would be improved so as to ensure sports facilities to youth, he said and added that the IMC would introduce a proper Taxi Scheme in the Capital for providing a good transport facility to the people.

To a question about health facilities, he said four small
hospitals would be constructed in the city. He said almost 11,000 employees of various departments of the CDA would be placed at the disposal of IMC.

Sheikh Anser Aziz said a proper solid waste management system would also be introduced for disposal of garbage and its recycling to generate electricity. He said the sanitation staff would be divided among the Union Councils for their appropriate utilisation.

Deputy Mayor Islamabad Ch. Rifat Javed also expressed his
commitment to serve the masse.

He said main problems in various areas would be
identified with elected representatives there and utmost effort would be made to resolve them.

He said they had been assigned the responsibility to serve
the people and it would be accomplished at every cost. “We will ensure success of this system through service to people and by resolving public complaints on priority basis,” Mr Rifat
maintained.

He said there would be team work in the IMC and joint efforts would be made to tackle the problems like water scarcity, lack of housing units and development of tourist resorts around the Capital.

The Deputy Mayor said since the local government institutions could easily be accessed by the public and that was why they could serve them better.

He said the sanitation staff would be divided among the Union Councils for their proper utilization.

Residents of Islamabad have now the power to rule and make their own decisions through their own local government and their dream has become true in the PML-N led government, he maintained.

After introduction of the LG system, a democratic order is
also to be judged on the degree to which it involves its citizens in decision making and is responsive to its demands.

The local government is more accessible, more sympathetic and quicker to respond to local needs. As there has been local level government available in Islamabad, it is hoped that decentralization of power at the grassroots level will lead to better provision of social and civil services.

LDA to provide land for construction of blind cricket stadium

0

LAHORE, May 25 (APP): Lahore Development Authority (LDA) has decided to provide a piece of land at a suitable place instead of Ferozpur for the construction of a cricket stadium for blind cricketers, ending a dispute between the LDA and Pakistan Blind Cricket Council (PBCC).

“We have identified a piece of land for building blind cricket stadium and we will take every measure to address the grievances of PBCC in this regard”, said Nabeel javed, Director General, LDA while talking to APP here on Wednesday.

He said LDA will offer suitable piece of land to PBCC for the
construction of blind cricket stadium for the uplift of blind cricket in the province and to end the dispute in an amicable way.

“We are equally supplementing the ongoing efforts of the Punjab Government to provide play grounds for engaging youth in healthy activities and providing a cricket stadium for visually impaired cricketers is a part of our plan to create facilities for physically handicapped sportsmen”, he said.

Chairman, PBCC, Syed Sultan Shah said the dispute between them and the LDA arose after LDA stopped the construction of the stadium on its proposed site at Ferozpur road on the grounds that the land was part of LDA City.

“Way back in 2004 we were allocated a piece of land on lease by the Punjab Government for the construction of cricket stadium along with a modern hostel to provide most modern facilities to blind cricketers and to have daily practice at a place where all facilities are available under one roof”, he added.

He said on the direction of the Punjab Government, Sports Board Punjab undertook the project of building a stadium at the proposed site at Ferozpur road but as the construction work was started few weeks ago the LDA stopped it on the pretext that the land falls in the master plan of LDA city.

He said it was a very unfortunate situation for the blind cricketers who were expecting that finally their own cricket facility will be built after a long gap of 12 years.

“If LDA wants to give us another piece of land it should be at a suitable place not far away from the city and it should be transferred to PBCC on similar terms and conditions on which the land was given to us on lease by the Punjab Government at earlier place of Ferozpur road”, said PBCC Chairman “If these conditions are not met we will not be interested to get the land and we will continue playing on different grounds of the city like before as cricket for blind suffered a lot in the past as well”,he added.

Rs 800 bln gas projects underway to meet energy needs: Khaqan

0

ISLAMABAD, May 25 (APP): Minister for Petroleum
and Natural Resources Shahid Khaqan Abbasi Wednesday said the government had initiated different gas related projects worth Rs 800 billion, including setting up of LNG terminals and gas pipelines to meet energy needs of the country.

“By the grace of Allah Almighty, Pakistan will have
surplus power due to effective policies of the present
government by 2018,” he said.

He was addressing the participants of the launching
ceremony of the Universal Gas Distribution Company (Pvt.)
Limited, the first-ever company which had secured Liquified
Natural Gas (LNG) import and sale licence from the Oil and
Gas Regulatory Authority (OGRA) to feed the Compressed
Natural Gas (CNG) stations.

The minister invited other private companies to come
forward and get such licences as it would create an atmosphere of competitiveness in the market.

He said LNG was cheaper than any other fuel and
it would end reliance of the CNG sector from the Sui Northern Gas Pipelines Limited (SNGPL) and Sui Southern Gas Company (SSGC) to run their outlets.

Khaqan said it was the Pakistan Muslim League-Nawaz
(PML-N) government that took a bold initiative to import LNG as the past governments could not take any practical step in thar regard.

Terming gas ‘backbone’ for the energy sector, he
regretted that some elements were criticizing the LNG import and misleading the public about its benefits.

With the import of LNG, he said Pakistan that was
importing one million ton fertilizer now it had 1.5 million tone
fertilizer surplus. All gas-based power plants were
in running condition, CNG sector was back to its business and industrial sector was getting full supply.

Commenting on performance of the PML-N government,
Khaqan said during last three years the government had launched unprecedented development projects for the benefit of common man. “The three-year development, is much higher than the period from 1999 to 2013, if compared,” he added.

The government, he said, was making progress in all key
sectors including energy, infrastructure development, social
welfare projects like Benazir Income Support Programme (BISP).

Chief Executive Officer (CEO) Universal Gas Distribution Company Ghiyas Abhullah Paracha thanked OGRA for
warding the licence, saying that it would help revive
the CNG sector.

He said the company would use network of SNGPL and
SSGC to supply the commodity to CNG stations, which were
suffering from the gas shortage issue.

He appreciated the government for taking along the
private sector in import of LNG providing them a level-playing field and making them self-reliant in meeting their needs.

Among others, Minister of State for Education Baligh ur
Rehman, Adviser to Ministry of Petroleum Zahid Muzaffar,
President Federation of Pakistan Chamber of Commerce and
Industry Abdul Rauf Khalid, representatives of business
community and OGRA attended the ceremony.

0

ISLAMABAD, May 25 (APP): The USA government will provide over $48.6 million to Pakistan for building law enforcement capability, fighting illicit narcotics and strengthening its criminal justice system.

In this regard the US Ambassador David Hale and Pakistan
Economic Affairs Division Secretary Tariq Bajwa on Wednesday signed a one-year $48.6 million bilateral assistance agreement at a ceremony here, a press release of the U.S Embassy issued here said.

Under the agreement, the U.S. Department of State’s
International Narcotics and Law Enforcement Affairs Bureau will provide support to the Government of Pakistan in these three sectors.

The United States signed the first such bilateral assistance
agreement in 1982. Subsequent yearly agreements have supported the training of tens of thousands of police officers and prosecutors, construction of police stations, and provision of vehicles, equipment, and life-saving personal protective gear for law enforcement agents.

The new agreement will fund several programs throughout
Pakistan including initiatives to improve the capability and reach of provincial police and other law enforcement institutions through training, equipment, and infrastructure support.

Programs will also support women’s access to the justice
system, as well as support the recruitment, retention, and
advancement of women as police officers, prosecutors, and judges.

In addition, programs will help Pakistan interdict illegal
narcotics, arrest and prosecute drug traffickers, fund crop
substitution and agricultural training programs for poppy farmers, and provide small-scale irrigation, hydro-electric systems and farm-to-market roads in Khyber-Pakhtunkhwa province and the Federally Administered Tribal Areas.

Saira terms assistive products as right of disabled persons

0

ISLAMABAD, May 25 (APP): Minister of State for National
Health Services, Regulation and Coordination Saira Afzal Tarar on Wednesday said access to assistive products is not a privilege but a right of every person with disability.

She was addressing the World Health Assembly in Geneva on the launch of an essential priority list of assistive devices and
products for the disabled across the world.

She said the government of Pakistan was working on various projects in relation to assistive technology and rehabilitation for disabled persons, says a fax message received here.

She added such priority assistive products list included
hearing aids, wheelchairs, communication aids, spectacles,
artificial limbs, pill organizers, memory aids and other essential items for older people and people with disabilities for live healthy, productive and connected lives.

The priority assistive products list aspires to follow in the
footsteps of the WHO model list of essential medicines, which creates awareness among the public, mobilizes resources and stimulates competition.

She said the priority assistive products list is similarly
intended to be a catalyst in promoting access to assistive
technology for everyone, everywhere.

“We are all living longer and as we get older we will all need
assistive products to help us to continue to go about our daily lives, to be productive and to stay connected to the world.”

WHO estimates that today, more than 1 billion people need one or more assistive products. With a global ageing population and rise in noncommunicable diseases, this number will rise beyond 2 billion by 2050, with many older people needing two or more products as they age.

However, only 1 in 10 people in need currently have access.
This results in many missed opportunities for people to contribute to society – for younger people to access education and work, and for older people to continue to live healthy, independent lives in their own homes. Access to assistive technology offers a public health solution to meet the needs of 21st century populations.
