36th Senior Management Course concludes at NIPA

KARACHI, Dec 27 (APP):The National Institute of Public Administration (NIPA) Karachi, on Friday, successfully concluded its 36th Senior Management Course for officers who are in the eligibility zone for promotion to the next higher grade.
Thirty nine officers belonging to different service groups of the federal and provincial governments and autonomous corporations taken part in the course aimed at improving the general management skills of the participants and grooming them for assuming higher responsibilities.
The President and CEO of the Bank of Punjab Zafar Masud, addressing the ceremony as chief guest, appreciated the important role of higher officials in public service delivery and decision making at strategic and policy level and also acknowledged the efforts of NIPA for changing the landscape.
Zafar Masud stressed the need of completely overhauling the civil service system in Pakistan with revision of teaching methods and curriculum to align them to the best international practices and the fast paced transformation of the world.
Zafar Masood maintained that no such system exists in any part of the world where decision making is flawless and on a strategic and administrative level mistakes happen but our system does not give room for mistakes. He opined that management course curriculum needs to be revisited in accordance with the modern age technological and digital advancements.
The Pakistani civil service high ups must review and learn from the remarkable transformation of China and Kingdom of Saudi Arabia and governance systems of UK and Malaysia in order to ensure the best service delivery and adaptation to shifting paradigms, he suggested and also urged to leverage from the emerging digital technologies which help improving service delivery and decision making.
He also underscored the need to focus on environmental aspects and paradigm shift from traditional security to economic security.
The President BoP, at the occasion, announced contribution on behalf of his bank, for making the NIPA library a robust and state of the art institution with better facilities for officers acquiring training. He also announced to install an ATM at NIPA for facilitation of under training officers.
The Director General NIPA Dr. Syed Saif ur Rehman, in his welcome speech, emphasized the importance of technological advancements and said “civil servants have to realign themselves in AI driven world”. He stated that we are not masters but servants of the people, we have to utilize our professional acumen for the public.
Earlier, Chief Instructor SMC Khaliq Shaikh briefed the audience about the 36th SMC and informed that institute has launched the initiative of inviting practitioners and professionals to train the participants.
Different activities including lecture discussions, simulation exercises, case study researches and field visits were conducted during the course while local study visit included HQ Pakistan Rangers Sindh, meeting with Chief Secretary Sindh and Consul Generals of Turkiye and Malaysia, he informed.
Director General NIPA presented souvenir to the chief guest Zafar Masud while on conclusion of the 36th Senior Management Course, certificates were awarded to the participating officers.
Former Chief Instructor Samina Intizar received compliments from all speakers of the ceremony since she is retiring in January 2025 after 30 years of service at NIPA. In recognition of their valuable services, bouquets were also presented to Samina Intizar and Abdul Khalique Shaikh at the occasion.
